Each command tip is displayed once and does not display again unless you click Reset Tips on the Helpers tab of the Solid Edge Options dialog box.  You can also click the X on a command tip to dismiss it immediately.

The options button will be labeled to reflect the currently open document. For example, if you have a part document open, the button will be labeled Part Options. The same button is labeled Solid Edge Options when no document is open.
